Javier Tebas, the President of La Liga, the premier domestic club football competition in Spain, has reported English club Manchester City to the European Commission for allegedly breaching rules in regards to the state-owned companies. According to Javier Tebas, his complaint is connected to a belief that Manchester City “have a structure that circumvents the rules”, which includes the companies in the UAE, not a part of the City Football Group owning the club.
As per the report from the BBC Sport, Javier Tebas, on behalf of La Liga, made an argument about how the circumventing of the rules has allowed Manchester City to gain advantage over its competition not only at home, but also in Europe in the Champions League. While Manchester City haven’t officially responded to the allegations levelled on them by Javier Tebas, the sources associated with the club have rebutted them.

Javier Tebas gave the details about reporting Manchester City to the European Commission, the European Union executive body assigned to develop and enforce laws in the member countries. He was quoted as saying, “City have a lot of companies in their group which lie outside the City Football Group structure, extra companies where they put their expenses.These other companies lose the money but not the club itself. We have reported Manchester City to the EU. We have the facts and figures.”
“We asked for City to be checked. It's very important that all clubs are subject to the same transparency rules and governance on both the sporting and financial side. The City case is one where we believe they have put the losses on the companies that are not officially part of City Football Group,” Javier Tebas further said about how he believes that they aren’t complying with the system in place courtesy of the European Commission.
Moreover, the complaint against Manchester City made by Javier Tebas was under the Foreign Subsidies Regulation which came into effect on July 12, 2023.
